  Both, but not exactly like it. The brain has a funny way of dealing with the sensations of an individual touching oneself. When one part of your body touches any other part your body, your brain sort of dampens the sensation because it knows that it's not some other creature making contact and therefore has nothing to worry about (this is going back to ancient instincts still present in the brain). When some part of your body is touched by any other object or by another living thing, your brain amplifies the signal to better identify the source and know whether or not it's a danger. 
  
  This is why someone else's hand masturbating your penis feels so vastly different from your own hand masturbating your penis. Your brain basically knows, "Hey, that's not me!," and puts the nerves into overdrive. Similarly, if you suck your own penis (lucky you to have that flexibility!) your brain knows that it is one body part (your mouth) touching another body part and won't make the nerves near as sensitive as when it's someone else's mouth giving the pleasures. It'll still feel really good, sure, but not like being with a partner. The sensation inside your mouth should be somewhat similar to what it would feel like to have someone else's penis in your mouth, but since pressures and sensations in your mouth will instantly translate into pressures and sensations on your penis, your brain won't pay as much attention to it.

  It feels like both at the same time. Like if you stick your finger in your mouth you touch your mouth and taste your finger. I could do it when I was in my mid-teens mainly, I was some super flexible freak back then. Ironically I never got any real enjoyment out of it (well I am probably an exception since I dont mentally 'get off' over any penetration I do).
